Villingen-Schwenningen is the largest city in the Schwarzwald-Baar district with a population of around 89,000. The city administration employs nearly 2,000 people, making it one of the largest employers in the region. It sees itself as a modern service provider for citizens and is actively promoting digital transformation, for example through online services and video consultations in the citizens' office.

Background

Until 2023, training courses for city administration employees were mainly held in the form of face-to-face seminars. Many factors, such as costs, lost working time, long periods of time required to fully train all relevant persons, lack of flexibility, delayed updates, etc., led to an increase in the demand for online formats.


The city's training catalog was and is extensive, because in an urban environment, the variety of topics covered in continuing education is greater than in most companies due to the large number of different tasks performed by public administration. Initial online offerings from third-party providers were also used, but there was a lack of overview of all measures and their effectiveness, as well as a lack of flexibility to offer specific topics.

Project

The city of Villingen-Schwenningen has introduced AcademyManager as a learning management system to manage all continuing education and training measures for employees. Mandatory training courses on topics such as data protection, information security, whistleblower protection, etc. are now booked, coordinated, and tracked via the platform in a legally compliant manner.

The municipal training program, which includes training courses on work techniques, professional skills, IT and digitization, health and prevention, and many other topics, as well as skills development programs for managers and training courses for trainees, is offered centrally via the academy's training catalog. The majority of events continue to take place in person, but the range of webinars and online training courses is growing steadily.

The platform is connected via SingleSignOn and therefore does not require a separate login. A standard interface to the HR system was set up for the organizational structure and master data. This made it easy to configure approval processes—employees request training courses and their respective supervisors are informed and decide on the requests. Approximately 150 bookings are received per month—and the trend is rising.

In-house expertise is being built up over the long term to enable the creation of in-house training courses on various topics—new staff are also being recruited for this purpose. X-CELL supports the process by providing targeted coaching for prospective authors and project support.
